A former Waco computer consultant who served 46 months in federal prison for possessing more than 800 computer images of child pornography is on trial in the abuse of a girl 25 years ago.

William Ray Phillips, 57, is charged in Waco’s 54th State District Court with 12 charges stemming from allegations of sexual abuse from October 1982 to November 1983.

The charges include multiple counts of aggravated sexual abuse, indecency with a child, aggravated rape of a child and aggravated sexual assault, according to court records.

The alleged victim, who is now older than 21, told prosecutors that she told federal authorities investigating the computer child porn allegations in 2001 that Phillips abused her as a child, according to court records.

Federal authorities told her the statute of limitations had run out on the sexual abuse allegations, making them not subject to prosecution because of their age. continued: »

A 57-year-old federal parolee who served time for possessing more than 800 computer images of child pornography was sentenced to 99 years in prison Thursday for sexually abusing a young girl 25 years ago.

Jurors in Waco’s 54th State District Court deliberated about 45 minutes before recommending that William Ray Phillips be sentenced to six 99-year prison terms, two 20-year prison terms, four 10-year prison terms and a $10,000 fine for each of the 12 convictions.

Under the law, Judge Matt Johnson ordered that the sentences run at the same time, meaning that Phillips, who is in poor health, will be eligible for parole in 20 years.

Phillips was convicted Thursday of 12 charges stemming from the sexual abuse of a 3-year-old girl from October 1982 to November 1983.

The victim, who is now 28, told federal authorities about the abuse in 2001 when they were investigating the computer child porn allegations. However, she was told incorrectly that the statute of limitations had run because the allegations were so old. In fact, the statute of limitations remains in effect for 10 years after an abuse victim turns 18, and Phillips was indicted before the victim turned 28.

“This was a very strong jury, and they wanted to send a strong message,” said Beth Toben, who prosecuted the case with Mark Parker. “I think they wanted him to know that they wanted him off the streets where he can’t have access to others and potentially do this again. I think they wanted to send a message to the community that child abuse will not be tolerated in McLennan County.”

Phillips was sentenced to 46 months in federal prison in 2003 after state and federal authorities raided his Charlton Avenue home in December 2001 and seized 275 computer disks containing more than 800 images of child pornography and about 3,000 pornographic images of adults. continued: »
