Suspected child rapist, family believed on run

VANCOUVER, Wash. -- Sheriff’s deputies were searching for a suspected child rapist accused of fleeing Clark County with his four children, who had previously been placed in the state's custody.
Jeff and Kim Spady and their children went missing last Friday, said Sgt. Tim Bieber with the Clark County Sheriff’s Office.
Kim Spady was supposed to relinquish custody of her children to the state before the family disappeared. The children were ordered placed in the state's custody due to a pending sexual assault case against Jeff Spady.
He is considered dangerous and possibly armed.
Jeff Spady was charged with numerous counts of child rape and a felony warrant was issued for him, according to Bieber.
"His own kids are not the alleged victims but there is concern for their well-being," Bieber said. KGW learned Jeff Spady is accused of raping a child he and his wife adopted.
The couple's four children were last seen getting into their mother's dark blue 2001 Ford Expedition with Wash. license plate 146-RKK.

He is also known to own numerous firearms to include high powered rifles, however, it is unknown if Jeff currently has firearms in his possession.

VANCOUVER, Wash. -- Sheriff's officials here are asking for the public's help locating a couple and their four children who may be heading to Canada.
Sgt. Tim Bieber said Jeff and Kim Spady were last seen with the children getting into a dark blue 2001 Ford Expedition with Washington license 146-RKK.
Jeff Spady is wanted on a felony warrant for numerous counts of child rape. Bieber said the four children had been placed in the care of the state, and a court order bars Kim Spady from having custody of the kids.
No one has seen the family for a week, but they're just now sounding the alarm.
"Prior to this, they thought the mother was just gone for awhile, they couldn't contact her and they were just trying to locate her," Bieber said. "But the more information, the more they kept digging, they realized mom packed up and left with the father."
The family may also have a 20-foot camper or trailer with orange stripes.
Bieber said family members may be helping the two adults hide the children. Jeff Spady is known to have several weapons, including high-powered rifles, and friends described him as a knowledgeable survivalist.
According to charging documents, the alleged rape did not involve any of the four children currently believed to be with Jeff and Kim Spady.

AMBOY, Wash. -- A man wanted on child rape charges disappeared with his family last week, according to Clark County authorities.
Deputies are asking for help in finding Jeff and Kim Spady and their four children, who left their Amboy home Sept. 7.
The children, who deputies said were not the alleged victims in the rape case, were about to be taken into state custody because of the pending sexual assault case against Jeff Spady.
There is no arrest warrant out for Kim Spady, but deputies said she is not allowed custody of the children. .....

The alleged rapes were not against his own children, but police say he should not be near any child during the investigation.

I'm confused. What makes them believe the wife and children went willingly? Is there any chance he made it look like they left deliberately but could possibly have taken them by force or worse?
It seems strange that they would all willingly accompany him.

A warrant has been issued for the arrest of Jeff Spady, 40, who is suspected of several counts of first-, second- and third-degree rape of a child, Clark County Sheriff's Sgt. Tim Bieber said Saturday. .....
EXCERPT: Bieber said Jeff Spady has made no known threats to harm his wife or children. But he said deputies are concerned because of the seriousness of the charges against him and because the family is on the run.
"It is possible his children are victims," he said. "We just don't know at this point."
The alleged rape victim, identified only as a young girl, is not one of the Spady children. Bieber refused to reveal how Jeff Spady knew her.
Bieber said his office has received information that the couple may be headed to Canada in a travel trailer and may try to set up camp somewhere in the Pacific Northwest. He said it is possible that family members are helping the couple hide the children.

I do not believe Jeff Spady would harm his family. I know the family and I couldn't see him doing it. He most likely ran to keep the family together. Of course, I don't agree with him running, but I can understand why he did.

I'm the ex of Jeff and he would not have done this and his wife went with him willing ..There is no danger to her or the children ..He just ran so he didn't have to give up his kids ..Its all a control thing...I dont agree with him running but that is the type of person he is...The press is blowing it up ..Like they do with everything!:

Before Spady fled, his four children were about to be taken into state custody because of the pending sexual assault case against him, and a court order bars his wife, Kim Spady, from having custody of the kids.
British Columbia authorities say the Spady family crossed the border in their Ford Expedition on the morning of September 8.
Clark County Sgt. Tim Bieber said family members may be helping the two adults hide the children. Jeff Spady is known to have several weapons, including high-powered rifles, and friends described him as a knowledgeable survivalist.
According to court documents, Jeff Spady is accused of repeatedly raping a young girl over the course of several years, starting when she was 10 years old.
Detectives are reviewing surveillance tape to try to identify the people driving a truck right behind the Spady family when they crossed into Canada.
Officials say there is no record of the family re-entering the U.S.

- PORTLAND – A family fleeing the law has been spotted in Canada. -
Jeff Spady, a man accused of child rape, fled Oregon Sept. 7 with his wife Kim and children, just as the state was preparing to take custody of the four siblings.
The state was taking action because of a pending sexual assault case against Jeff. He has been charged with numerous counts of rape of a child in the first, second and third degrees. The victims are not his own children, according to reports.
Canadian authorities contacted the Clark County Sheriff's Office on Sept. 15 with a video tape of the Spady family entering British Columbia through the Kingsgate Crossing on Sept. 8.
On the tape, the family was in their dark blue Ford Expedition (license plate 146-RKK), but were not pulling the travel trailer police suspected they had in tow. Instead, a truck pulled the trailer across the border about five minutes before the family crossed.
Authorities believe the Spady family is receiving help from family or friends, and are trying to identify the truck driver in the tape.

VANCOUVER -- A man accused of child rape fled Clark County earlier this month has crossed into Canada with his family, where local police are working to find them.
Jeff B. Spady, 40, his wife, Kim M. Spady, 39, and their four children entered Canada from Idaho the morning of Sept. 8, the day after the family was last seen at their Amboy home, said Sgt. Tim Bieber of the Clark County Sheriff's Office.
Bieber said Canadian authorities have videotape of the family crossing the border in Kim Spady's dark blue 2001 Ford Expedition. There is no record of them returning to the United States.
Spady and his family left home about 6 p.m. Sept. 7, the same day prosecutors filed accusations of first-degree rape of a child, second-degree rape of a child, and third-degree rape of a child against him in Clark County Superior Court. A warrant for his arrest was issued three days later, and the following day, a court commissioner ordered the children removed from both their parents when they are found, court records show.
The accusations of rape involve an 18-year-old woman who claims Spady abused her starting at age 10 and ending shortly before her 16th birthday, according to court records.
Tips on the family's whereabouts began coming in Saturday after deputies asked for the public's help.
Canadian authorities called to say the couple and their children -- boys ages 6, 8, and 14 and a girl age 12 -- crossed at Kingsgate at 10:41 a.m. on Sept. 8. Another call came from a Woodland man who sold Spady a 19-foot Coachman travel trailer with orange and brown stripes and minor front-end damage, Bieber said.
Spady contacted the trailer's owner the afternoon of Sept. 5, agreeing to buy it if some repairs were made, Bieber said. Spady "appeared to be in a hurry," a police report said.
But Spady called the owner at 10 p.m. that night and told him not to bother finishing the repairs, Bieber said. He, Kim Spady and a man the trailer owner told police was Jeff Spady's father came at 1 a.m., Sept. 6, and picked up the trailer, Bieber said.
The Canadian videotape shows the family crossing in the Expedition belonging to Kim Spady, who was a nurse at Legacy Salmon Creek Hospital, but it did not have the travel trailer attached. A review of the video showed the trailer being pulled by a truck that crossed the border about 5 minutes before the Expedition, Bieber said.
Investigators think Spady, who worked at Metro Metals Northwest Inc. in Kelso, is getting help from other family members and friends. Bieber said police would analyze the video in an attempt to determine whose truck was pulling the trailer and who was driving.
Bieber said the case received national attention Tuesday on a television news show in Canada, and he urged Spady to surrender. "This is not going to go away," he said.

Some of the family’s friends said Jeff and Kim Spady are kind, good-hearted church-goers and not criminals.
They said they know the accuser in the alleged child rape case and the charge is made up by an angry, troubled child.

American fugitives arrested near Swift Current

REGINA -- One of America's most wanted fugitives was arrested without incident Friday at Saskatchewan Landing, near Swift Current.
Jeff Spady, 40, and his wife Kim Spady, 39, were arrested on an Immigration Act warrant by RCMP officers from the Kyle and Swift Current detachments and the RCMP's Emergency Response Team. As well, the couple's four children -- aged seven, eight, 12 and 14 -- were apprehended for their welfare.
"The RCMP executed an arrest warrant on behalf of the Canada Border Services Agency," said CBSA spokesperson Loretta Nyhus. "They're in custody at this point."
Nyhus said Jeff Spady was arrested on an immigration warrant "for criminality." He's wanted for multiple counts of child rape in the state of Washington. Asked if Spady faced any criminal charges in Canada, Nyhus replied: "Not to my knowledge."
Nyhus said Spady and his wife would face a "detention review," likely on Monday. .....

A Clark County man accused of child rape and who fled with his family to Canada was arrested this afternoon in Saskatchewan by Royal Canadian Mounted Police.
Jeff B. Spady, 40, and his wife, Kim M. Spady, 39, are being held on immigration charges in Swift Current, Saskatchewan.
Loretta Nyhus, spokeswoman for Canada Border Services Agency, said the next step is an appearance before Immigration Refugee Board.
"Typically, if there's any type of criminal charges, they take precedence over the immigration case," she said. "In this case, there will be a detention review on Monday."

Canadian mounties take fugitive family into custody

Jeff Spady, wanted on suspicion of raping a child, was arrested Friday near Swift Current, Saskatchewan, with his wife, Kim. Their four children were taken into protective custody.
Spady, 40, fled his home near Amboy Sept. 7, after getting word that he would soon be arrested on suspicion of first-, second- and third-degree rape of a child. Border videotapes showed that the family crossed from Idaho into British Columbia the next day.
At 1:30 a.m. Friday, officials with the Royal Canadian Mounted Police’s Saskatchewan division notified the Clark County Sheriff’s Office that they had found the family camping at the Saskatchewan Landing Provincial Park near Swift Current, approximately 150 miles west of Regina and 1,000 miles from Amboy.
The Mounties waited until daylight to arrest the couple, using their emergency response, or SWAT, team.
“They kept an eye on things overnight,” said Sgt. Doug Coleman with the RCMP’s Saskatchewan, or F, Division. “They weren’t sure what the situation was, and they wanted to make sure they had back-up.”
The Spadys were taken into custody without incident at 12:40 p.m., Pacific time. Coleman said he wasn’t aware of the Spadys receiving local help, or whether they had camped in the park for more than one night. .....

A Clark County couple who fled to Canada with their four children earlier this month are scheduled to appear before an immigration official Tuesday for a review of their detention and possible removal from the country.
Suspected child rapist Jeff B. Spady, 40, and his wife, Kim M. Spady, 39, will appear before a member of the Immigration and Refugee Board in Regina, Saskatchewan, said Loretta Nyhus, spokeswoman for the Canada Border Services Agency.
The detention hearing is administrative but likely will be followed by an admissibility hearing, during which border officials will present information about how they think the two are in the country illegally, Nyhus said.
The couple were arrested Friday while camping with their children in a park in Swift Current, about 180 miles west of Regina. They were arrested under an Immigration Act provision regarding criminality, Nyhus said.
That provision makes it criminal to enter Canada if, for example, a visitor has outstanding criminal charges or if entering with false documents or lying about the reason for coming to Canada, she said.
No criminal charges have been filed against Jeff Spady or Kim Spady, Nyhus said. She declined to say where the two are being held but said they were in the border services agency's custody.
Nyhus said Canadian law prevents the release of information regarding the children's whereabouts, but she said they were in protective custody. .....

Looking dejected and confused, an American couple wanted on warrants in the United States learned Tuesday their stay in Saskatchewan has been extended.
"I need to go back to get this straightened out," Kim Spady told an Immigration and Refugee Board of Canada hearing.
Seated closely beside her husband Jeff Spady, who is wanted in the U.S. on rape charges, her handcuffed hands occasionally touched his as they flipped through documents and sought to make sense of their plight.
They both now face an arrest warrant for custodial interference after taking their four children north into Canada.
Kim Spady's wish to voluntarily leave the country will likely have to await a formal deportation order. At the end of Tuesday's detention review, board member Marc Tessler ordered the couple held pending further immigration proceedings.
"There are no alternatives to detention," said Tessler, who was in Vancouver and heard the matter via closed-circuit feed as the Spadys sat in a Regina office.
While the Spadys told border officials their trip into Canada was a holiday to -- in the words of Jeff Spady -- "be a family again," Tessler said it appeared to be an attempt to avoid U.S. authorities.
"You would be strongly motivated to continue to stay underground," he said, explaining he couldn't rely on them to voluntarily appear for a hearing if released. .....

A Clark County man suspected of child rape will appear Friday with his wife for a hearing to determine whether they will be deported or released from Canadian custody.
Jeff B. Spady, 40, and Kim M. Spady, 39, were arrested in Saskatchewan on Sept. 21 after fleeing their Amboy, Wash., home Sept. 7, the same day three counts of rape of a child were filed against him.
A Royal Canadian Mounted Police officer noticed the couple's four children playing in a park in Swift Current during school hours and, wondering why they were not in school, discovered their photographs on the National Center for Missing and Exploited Children Web site, according to a transcript of an Immigration and Refugee Board of Canada detention hearing Tuesday.
A board member ruled that Jeff and Kim Spady be kept in the custody of the Canada Border Services Agency because they likely would not appear for their admissibility, or deportation, hearing.
The children -- boys 6, 8 and 14 and a girl 12 -- were taken into protective custody.
Jeff Spady faces one count each of first-, second- and third-degree rape of a child involving a now-18-year-old woman, starting when she was 10 and ending just before her 16th birthday. .....

A Canadian immigration official has ordered a Clark County couple to be deported, a spokeswoman for the Immigration and Refugee Board of Canada said Friday.

It was not immediately clear Friday when the Spadys, who are in a detention center in Regina, Saskatchewan, will be deported.

Not happy campers, a couple of American fugitives arrested in Saskatchewan while on a family vacation have been sent packing.

Holding handcuffed hands, the husband and wife recently featured on an episode of America's Most Wanted squinted at a television screen in a Regina office Friday morning as an immigration board member in Calgary told them they weren't welcome in Canada.

Court systems frown on people who flee the country with the kids they have already lost custody of and the kids are all minors, therefore the court has the right to order a no contact especially when this pig is charged with raping a little girl. Jeff B. Spady, 40, and Kim M. Spady, 39, were transferred from Regina, Saskatchewan, to the city jail in tiny Plentywood, Mont., after a member of the Immigration and Refugee Board of Canada ordered their removal to the U.S. earlier Friday.

More than five weeks after their disappearance made national news, a man accused of child rape and his wife are back, safe and secure in the Clark County Jail.
Jeff and Kim Spady made first appearances in Clark County Superior Court on Monday following their extradition from northeastern Montana. Deputies from the Clark County Sheriff's Office picked the couple up from Plentywood, Mont., over the weekend.
Judge John Nichols set bail at $500,000 for Jeff Spady and $250,000 for Kim Spady.
Jeff Spady faces charges of rape of a child in the first, second and third degree.
He and his wife both face a charge of custodial interference for leaving the area with their four children. They left their Amboy home for Canada on Sept. 7, the same day a court commissioner ruled Jeff Spady could not live with his family in light of allegations he sexually abused a girl for years.
The victim, now 18, told authorities that Spady abused her from the time she was 10 until she turned 16. The degrees of rape in the criminal charges refer to her age at the time of the alleged incidents. continued: »
