Smelly, Shoeless Serial Rapist Encroaches on University of South Florida

TAMPA — A foul-smelling, shoeless serial rapist who has attacked six women and possibly a seventh in the University of South Florida area has resurfaced this summer and may have struck again only a week before classes started.
Police are awaiting the results of DNA testing of the latest victim, raped Aug. 19, to see if the same man who committed the other six between August 2003 and June of this year is to blame.
Though none of the victims have been students or faculty at the Tampa-area university and none of the rapes have occurred on campus, the university decided to issue an e-mail alert Friday about the serial stalker on the loose. Classes resumed on Monday.
“It’s a little too close for comfort,” Ken Guillette, a university spokesman, said. “I do believe it’s our responsibility to carefully word an e-mail that doesn’t incite panic.”
Neighboring Tampa and Hillsborough County police have been hot on the trail since the attacker — described as a black male in his 20s who has a putrid body odor, short dark hair and a possible scar or birthmark on his upper left arm — struck June 14, after three years of no known activity in the vicinity, Tampa police said. ...

Profiles In DNA Database Don't Fit Tampa Serial Rapist
By VALERIE KALFRIN The Tampa Tribune
Published: Aug 30, 2007
TAMPA - Authorities know one thing about the smelly intruder linked to six sexual attacks about two miles west of the University of South Florida through his DNA: He has not been convicted of a sex offense in Florida since 1990.
The Florida Department of Law Enforcement, which handles forensic testing for the state's law enforcement agencies, has linked five rapes and one attempt to one man through DNA evidence. The Hillsborough County Sheriff's Office and Tampa police are investigating these attacks: three in 2003, two in 2004 and one on June 14.
Investigators suspect the man also was involved in a rape Aug. 19 because that incident's characteristics are similar to the others. They are awaiting results of DNA tests, which could take about 90 days, officials said.
Detectives don't know why the rapist seemed to disappear after 2004, saying it's possible he had left Tampa or been in jail.
He probably was not incarcerated for a felony, however, given the state's criteria for collecting DNA samples from convicted offenders.

Rapist Of Years Ago Might Be Active Now

TAMPA - For three years, a smelly intruder skulked around neighborhoods about two miles west of the University of South Florida, broke into sleeping women's homes and attacked them.
Then he seemed to disappear, authorities say.
Forensic evidence shows he struck again.
Tampa police and the Hillsborough County Sheriff's Office are investigating six sexual attacks that DNA evidence has linked to one man: three in 2003, two in 2004 and one on June 14. They suspect the man also was involved in a rape last week, but are awaiting results of a DNA test. ...
excerpt
Authorities say the man left each attack on foot or on a bicycle. They describe him as black, in his 20s, about 5 feet 6 inches tall, and weighing about 150 to 200 pounds. He has a shaved head or covered his head and has a mark on his upper left arm that may be a birthmark or scar. He also has had foul body odor.
"Maybe he doesn't like to bathe. It could be a medical condition," police spokesman Cpl. Jared Douds said.
Carter said the rapist is armed but did not elaborate. "He uses an object to threaten them with, but we're not going to go into that," she said.

TAMPA - A serial rapist is targeting women in part of Hillsborough County.
Hillsborough deputies have linked four rapes, all of which have happened in an area north of Fowler, south of Bearss, between Nebraska and Bruce B. Downs.
Police say the rapist walks through neighborhoods, looks for an unlocked window and finds a victim. He sneaks in during the middle of the night, and attacks while his victims are asleep.

Rapist targets USF area, police say
Six attacks have been linked by DNA tests, and a seventh is pending.
ST PETERSBURG TIMES

TAMPA - Kendra Reese has heard about the serial rapist stalking neighborhoods near the University of South Florida, but she knows few women who are particularly concerned.
She thinks there would be more awareness if this were South Tampa, or if the victims were white. But it's taken for granted that rapes happen in this low-income area.
"People act like it's so normal," said the 21-year-old University of South Florida sophomore, who lives in the community.
What many residents here don't know is that law enforcement officials have linked six rapes over the past four years with DNA evidence. And they are awaiting test results that could connect a seventh assault that happened Aug. 19.
"We believe it is the same person," said Debbie Carter, a spokeswoman for the Hillsborough County Sheriff's Office.
Four of the seven victims are black women between the ages of 24 and 37, according to the Sheriff's Office. The Tampa Police Department, which is handling the other three rapes, would not specify the race of the victims but said one is younger than 18 while the other two are adults.
excerpt
The man's body odor and a mark on his left arm are his most distinct characteristics.
He has a mark - maybe a birth mark, scar or skin disorder - near his left wrist. The mark is more lightly pigmented than the rest of his skin and is described as a half-inch wide and 2 to 3 inches long.
Victims describe the man as having "a very strong odor," Carter said. "One described it as 'musty.'"
The man's bad smell, Carter said, may be a medical condition, bad hygiene or "because he's walking or riding a bike." Authorities believe he is traveling the area on foot or bicycle.

Northside serial rape suspect caught
St Petersburg Times - September 22, 2007
TAMPA -- A suspect in one rape and possible six more has been apprehended after an intense three-month manhunt by Sheriff's deputies in the crime-plagued back streets around Fowler Avenue known as Suitcase City.
Sheriff's Capt. J.R. Burton said Jerrod Pass, 38, a transient from Clewiston, has been charged with two counts of armed sexual battery and one count of armed burglary. Pass was one of about 50 men stopped and questioned by investigators who saturated the neighborhoods where a rapist was believed to be targeting young black single mothers with small children.
Pass is charged with an attack last June in which a man slipped through the an unlocked window of an apartment in the pre-dawn hours, pressed a screwdriver against the neck of a woman he awakened, and threatened to kill her and her children if she cried out. Burton said the man also vowed to come back and kill the woman's children if she reported what happened.
Investigators collected DNA samples from about 10 of the men questioned, among them Pass. And on Friday, Burton said, the Florida Department of Law Enforcement informed the Sheriff's Office that one of the samples matched -- the one from Pass.
A transient who listed his occupation as laborer, Pass had been stopped and questioned on August 28th around 3 a.m., the time Burton called the rapist's "witching hour.'' Investigators think he may have been trolling for a new victim when two deputies spotted him and sent for a detective, who questioned Pass and collected a DNA sample.
Investigators had stayed in touch with one of Passe's employers, and learned about his hang-outs, so on Friday night they went looking for him, picking him up around 10:15 near 15th Street and Fletcher Avenue, Burton said.
The victim in June's assault told deputies she had a "big sense of relief'' knowing an arrest had been made, Burton said, adding that "sexual battery victims never really recover'' from the trauma of an assault.
The attacker terrorized his victims, threatening to kill their children, leading investigators to believe there may be even more women who have been raped but did not report the assaults out of fear, and may now come forward, he said. There are no known incidents in which the children were harmed, Burton said.
Pass has a criminal record that includes misdemeanor solicitation for prostitution. And Burton said local prostitutes had been helping his investigators with the case.
Since June the Sheriff's Targeted Area Response, or STAR, team has been saturating the area with extra patrol cars and undercover officers, about 15 in all, Burton said. They stopped about 50 men who fit description of the attacker, and when the person was a close match they collected DNA evidence.
One thing all the victims said about their attacker was that he had a noticeable bad odor.
Burton said investigators now believe the source of the smell was the man's feet, because he would take his shoes off when he went inside the house.

TAMPA - The serial rapist who stalked single black mothers for the past four years in the blighted streets off Fowler Avenue has been caught, Hillsborough authorities said Saturday.
Following a three-month manhunt by sheriff's deputies, Jerrod Pass, 38, of Clewiston, has been charged with two counts of armed sexual battery and armed burglary in connection with a June 14 rape, Sheriff's Capt. J.R. Burton announced at a Saturday news conference.
He is also the suspect in half a dozen other attacks, all linked by DNA and other evidence.
"We feel confident he is the suspect in the other cases," Burton said.
Pass was one of about 50 men stopped and questioned by investigators who saturated the neighborhoods where seven attacks occurred, dating back to 2003.
Burton said a DNA sample taken from Pass matched DNA left at the scene of the June attack.
In that case, a man slipped through an unlocked window of an apartment before dawn, pressed a screwdriver against the neck of a woman, and threatened to kill her and her children if she cried out.
Investigators expect to file more charges after DNA and evidence are compared in the remaining six cases, which are linked by DNA and a common description of the rapist -- a dark-skinned, barefoot man with a scar on his left forearm and foul body odor. .....

Deputies: Serial Rapist Caught
By MIKE WELLS The Tampa Tribune - Published: Sep 23, 2007
TAMPA - A random encounter between two deputies and a man riding a bike at night without a light might have ended four years of unsolved rapes.
Jerrod Pass, 38, was named Saturday as the man charged in a June 14 rape on Tinsley Terrace Drive. Investigators said they are confident he will be charged in six other attacks in northeast Tampa dating back to 2003.
A DNA test and old-fashioned police work of combing the streets led to his arrest. Now, the seven victims who lived in terror that their rapist was free and might return can rest easier, said Hillsborough County sheriff's Capt. J.R. Burton at a news conference Saturday.
It was 3 a.m. on Aug. 28 when Deputies Keith Edwards and Sam Bailey stopped Pass, who was riding a bicycle near 14th Street and Lexington Avenue.
They noticed he resembled the description of the serial rapist and called for the assistance of a sex crimes detective.
On Saturday, Detective Geoff Harris said he didn't notice anything about Pass that stuck out as a red flag.
Yes, he had scars from cuts or burns on his left arm. Yes, he was out wandering the streets in the same part of town and at the same time of night that the rapes occurred.
But so had several of the 50 men deputies had questioned in recent months, Harris and Burton said. At least five other men they talked to had similar scars on their arms. In all, detectives collected 10 DNA samples from people who fit the criteria of the attacker.
Since June 2006 a special unit of 15 deputies had saturated the area with patrols to address a robbery problem, Burton said. Three months ago, they also were given the task of questioning men who matched the description of the rapist.
Pass didn't act nervous, Harris said. He wasn't overly or suspiciously friendly. He didn't even have much of a criminal record; since 2000 he had been charged once for contempt of court, prowling and soliciting another to commit prostitution.
Pass was "forthcoming" and offered no resistance to their questions, Harris said.
"We advised him that there had been some break-ins in the area," the detective said. "He signed the form giving us permission to take the DNA sample, essentially a waiver."
Harris placed a swab into the man's mouth, wiped it between his cheek and gums, and placed it into evidence.
The sheriff's office had no reason to pinpoint Pass as its No. 1 suspect, so he was allowed to leave and was thanked for his cooperation, Harris said.
He Lived In Area Of Rapes
Between 2000 and 2006, Pass lived at the Oakwood Apartments, 14009 Coral Court, in Tampa, records show. The sprawling complex of masonry and turquoise duplexes is a block east of Nebraska Avenue and is bordered by railroad tracks.
It is also within the boundaries of the same neighborhoods where the rapes were reported - from Nebraska Avenue east toward Bruce B. Downs Boulevard and from Bearss Avenue south toward Fowler Avenue.
Burton said the attacker targeted young black mothers at home late at night or early in the morning, entering through an unlocked window or door while his victims slept.
The victims had small children living at home, Burton said. The rapist would threaten to return and kill the children if the women contacted authorities.
Because the attacks happened in the dark, the descriptions were limited. Victims said he was a black male with a dark complexion and a distinctive scar or mark on his left arm near his wrist. The rapist usually took his shoes off when entering the homes, and detectives think that's what the victims smelled when they talked about the man's foul odor.
Pass, who is black, has a dark complexion and a burnlike scar on his left forearm. Detectives told Burton that when he was brought in for questioning and arrested, he was "smelly."
DNA Matches
At 3 p.m. Friday, detectives finally got a break.
DNA technician Mary Pecheco of the Florida Department of Law Enforcement serology lab matched DNA evidence from the June 14 case to the sample Pass submitted.
Burton said DNA evidence collected from the June 14 rape matches evidence found in the other rapes.
The next step for investigators will be for the evidence in those other cases to be individually tested against Pass' DNA sample.
Authorities expect testing will confirm they match, he said.
With an arrest warrant in hand, deputies visited the restaurant where Pass worked, Wild Wing Cafe at 9210 Anderson Road, and asked staff where they might look for Pass, Burton said.
Deputies found him walking near 15th Street and Fletcher Avenue at 10:15 p.m. Friday, a little more than seven hours after the DNA test results were phoned in.
'Very, Very Respectable'
Owners of Wild Wing Cafe were stunned about the news of their top prep cook.
"He was always here on time, a hard worker always trying to think of ways to make it better," co-owner Sharon Ross said.
"He was very, very respectable, very responsible. We are shocked."
Her son Matt, a co-owner who is president and general manager of the business, said he hired Pass when the restaurant opened in March.
They had no idea something was amiss until sheriff's deputies arrived at the restaurant looking for Pass after he had already left for the day and picked up his check, Sharon Ross said.
She and her son described Pass as clean-cut and well-groomed, nothing like the smelly intruder breaking into women's homes.
"We can hardly believe it," she said.
Burton said Pass told detectives he had been staying with friends lately, moving from place to place. Records show he lived in Hendry County before moving to Tampa in the early 1990s.
Tenants questioned Saturday at Tampa's Oakwood Apartments said they weren't living there when Pass was.
E-Mail Alert, And Relief
Although none of the attacks occurred at USF, university police issued an e-mail alert to students this month. It advised them to be cautious in light of the rapes, the most recent of which happened Aug. 19, investigators say.
Residents in the low-income area where the rapes occurred expressed relief upon receiving news of the arrest.
Zelma Williams, 29, said she leaves her apartment only when driving to and from her cashier's job at a drugstore.
"I pretty much don't go outside unless I'm going to work," she said. "And I call to let someone know I'm on my way home so they make sure I arrive safely."
Chelsea Stevens, 23, a clerk at the Wooden Nickel costume and novelty shop near where Pass was arrested, said his picture looked familiar and that he may have shopped there from time to time.
"I'm glad [about the arrest] because I live around here," said Stevens, a student at The Art Institute of Tampa. "The last time I heard anything about him, my mom saw it on the news and said, 'You need to make sure you lock your doors.'"
The rapes took place between 2 and 6 a.m., so authorities now think that when they first encountered Pass on Aug. 28 at 3 a.m., he was possibly looking to attack another victim that night, Burton said.
"It was his witching hour," he said.

Investigators: Suspect now tied to seven rapes
MYFOX - TAMPA BAY - Last Edited: Monday, 24 Sep 2007, 4:49 PM EDT
TAMPA - Four years of detective work ended in a Tampa DNA lab late Friday afternoon.
"To the neighborhoods of North Tampa, their streets are safe from a serial rapist," announced Hillsborough Sheriff's Captain J. R. Burton.
Deputies say 38-year-old Jerrod Pass is behind a string of seven rapes in the North Tampa area.
Monday, they announced analysts spent the entire weekend checking his DNA against each case.
"All of the forensic analysis has already been completed for the case," FDLE spokeswoman Trena Reddick said. "Basically the analyst is doing paperwork for the case."
"So it's a match on all seven?" asked FOX 13's Warren Elly.
"Yes," Reddick replied. "It's a match on all seven."
News of the arrest quickly spread through the apartment complexes of Northeast Tampa, especially among the rapist's alleges targets: young single mothers.
Deputies say Pass would threaten to return to kill their children if they called police.
Sonia Bazile says she lived in fear for years.
"I had to put a chair behind my door at night time to go to bed because I have three young daughters," she explained. .....

DNA May Tie Suspect To Rapes
By VALERIE KALFRIN The Tampa Tribune - Published: Sep 25, 2007
TAMPA - Investigators could add more charges this week against a man they think is a serial rapist responsible for six sexual attacks since 2003.
Jerrod Pass, 38, of Clewiston, was being held without bail Monday, charged with two counts of felony sexual battery and one count of felony armed burglary. The Hillsborough County Sheriff's Office arrested him Friday after the Florida Department of Law Enforcement crime lab matched a DNA sample taken from Pass to one from a June 14 attack at 15th Street and 127th Avenue.
That attack is one of five rapes and one rape attempt that DNA previously linked to the same unknown suspect. Test results are pending to determine whether an Aug. 19 rape with similar characteristics to the others is connected to the same man, the sheriff's office said. .....

3-year gap in attacks puzzling
-- Authorities think a serial rape suspect likely has victims elsewhere. --
sptimes.com - By BILL VARIAN, Times Staff Writer - Published October 3, 2007
TAMPA - By all appearances, a serial rapist took a three-year hiatus before a pair of attacks on women this summer.
Law enforcement officers don't buy it.
Authorities issued a nationwide FBI alert Tuesday, seeking other possible victims of suspect Jerrod Pass, 38. They can't account for his time from mid 2004 until this summer and don't believe he simply laid low.
"We believe he's a serial rapist," said Sgt. Paul Mumford, with the Tampa Police Department's sex crimes and family violence unit. "We don't believe this individual just suddenly started, then suddenly stopped, then suddenly started again."
The alert came as Tampa police filed 14 new charges against Pass stemming from alleged attacks on women in 2003 and 2004. Charges range from burglary to sexual battery. .....

A nice guy, or so he seemed
Many liked the man accused of serial rape. A few saw his darker side.
sptimes.com - By MIKE BRASSFIELD, Times Staff Writer - Published October 7, 2007
TAMPA - Sweet, charming, cheerful, courteous, respectful, "super polite." That's how people describe Jerrod Pass, who's accused of being a violent serial rapist.
Co-workers liked him and were shocked when sex-crimes detectives came looking for him. Ex-girlfriends say he was nice and thoughtful - right up until he'd snap and turn on them.
That pleasant, amiable mask allowed Pass, 38, to live under the radar for years until he was charged in a string of attacks on seven women in a blighted neighborhood near the University of South Florida.
Investigators continue to retrace his steps, looking for more rape victims they believe are out there.
A look at his past shows a hidden dark side and a downward spiral.
"It was like he had two different personalities," said Juliet Williams, who had a son with Pass in 1995. She was 21, he was 26. They met at Busch Gardens, where Pass cooked and supervised kitchen workers.
"He was very nice at first. The whole nine months I was pregnant, he'd come to see me every night, bring me something to eat," said Williams, whose last name was Graddic then.
Pass was there when she gave birth. He signed the birth certificate. A couple of months later, out of nowhere, he punched her hard in the face. He never raped her, she said. She left him after that punch.
