Taylor is mentioned at the beginning.

The state's most prominent college crime last year - the killing of Virginia Commonwealth University freshman Taylor Behl - won't be listed in VCU's crime report for 2005.
Do you think it's because it didn't happen on campus? William and Mary included some off campus crime in their reports. I guess it just depends on what the college wants the parents to know. My feeling is why even publish the reports if they aren't going to be factual. Let parents go to LE and find out what the crime rate is.

Yes, I definitely think it's b/c it was off campus, a small loophole. But as a parent sending my child there, I'd want to know that x number of students were victims of violent crimes during the school year. I guess it gets hazy how much do they want to include, say someone goes home for Thanksgiving weekend and gets in a drunk driving accident, do they need to report that?
I think more importantly freshman dorm rules/safety would be on my mind, which I believe VCU needs to readdress.
