What exactly does this mean?
I have in front of me a letter from the Texas Department of Criminal Justice. It says "Watts will be released on Mandatory Supervision on April 9, 2006!"

No doubt it is refering to supervised parole, which is stricter than, for lack of a better word, "ordinary" parole.
OR possibly meaning "house arrest", and not parole, as part of the sentence, but out of jail, like Martha Stewart. She did slammer time AND house arrest. Maybe this was the Judge's Order with Watts when he was sentenced. Time in, time out.

They also have those live-in programs where they go live at basically a glorified bording house and they're only allowed to leave from dawn to dusk. In those facilities, they do random drug testing and cons have to check in the warden (bording house mother) every night. They are required to hold down a full-time job. If they violate in any way, they go right back to prison. Do not pass Go, Do not collect $200.00.
Did you know that little gadget they put on Martha Stewart cost her about $500.00-possibly more? I had one guy on probation for DUI and driving while under the influence of an illegal substance. He had to put a regulator on his car where he had to breathe into a tube. If his blood level was zero the car started, if there was any alcohol or drugs, the car would not start. He paid over $2,000.00 to have that put on his car -- and a $100 monitoring fee is also charged to the parolee. Very expensive - but very effective. He doesn't drive drunk or high anymore. The car won't even start. And there is no way to by-pass it either.

Watts is a serial killer, so how can he be monitorerd not to reoffend. He attacked quickly and left.

Mandatory supervision--
The non-discretionary release of a prisoner from imprisonment but not from the legal custody of the state, under such conditions and provisions for supervision as the board panel may determine. A prisoner released to mandatory supervision is deemed as if on parole. For the purposes of revocation, the terms "parole" and "mandatory supervision" are interchangeable and reference to either one of said terms includes the other...

Mandatory Supervision (MS). A type of release from prison provided by law for restricted categories of offenders. Eligible offenders are released on MS when their calendar time served added to their good time credit equals the length of their prison sentence. Under the law in effect until August 31, 1996, release to mandatory supervision was automatic, with no requirement for release approval from the Board of Pardons and Paroles (BPP)

Watts' new date to be released from the Texas system is March 9, 2006!!! He was never charged with murder. He confessed to killing 13 women. He himself discoverd that the authorities failed to tell him the bathwater he was trying to drown a woman in was concidered a lethal wepon. He was only in prision for aggrivated burglary. that resulted in him not being concidered a dangerous offender and that made him eligable for good time credits. My letter from the Texas Justice System states he was not granted parole, but will be released on Mandatory Supervision.
He is appealing the murder conviction in Michigan of Helen dutcher and has a good chance of winning that. Which means he will be free from that case and have to be under Mandatory Supervision.
The prosecuting attorney in the second case in Michigan is waiting to see what the appeal court will say about letting prior bad acts in court. The appeals court was ordered to view the case!
At this moment authorities are asking the public for help with any of their hundred of unsolved murder cases involving women in the Michigan area. They want witnesses who saw Watts in action so they can charge him in another case so that he is guaranteed to stay in prison forever.
As you may or may not know, I am one of the few survivors and I am constantly in touch with the authorities about Watts.

This is a quote from a letter I received from the Texas Department of Criminal Justice (TDCJ)
"Offender Watts files an appeal on his new Michigan conviction in December 2004 and a ruling will be handed down around May 2006. The Oakland County, MI District Attorney's Office is handling the appeal. The Michigan Department of Corrections confirmed that Watts will remain in Michigan custody while the appeal is being heard. If offender Watts wins his appeal, he would be released to the supervision of the TDCJ Parole Division; If the judge rules against the appeal, he will remain in Michigan custody regardless of his release status in Texas"

On paper Watts was released from the Texas prison system.
The appeal to see if prior bad acts was heard in March and the results were that four murders can be used as evidence. Both the prosecuting atorney and the defence atorney are appealing that decision. This is the Gloria Steele case.
There is still the appeal from Watts to be heard in July in the Helen Duttcher case.
As long as they keep him in prision during these appeals, that if fine with me. It is stressful being a survivor of Watts. Maybe one day all the appeals will be heard and I will live long enough to know Watts died in prison.
